SB 1094 -- SPECIAL BUSINESS DISTRICTS IN SPRINGFIELD SPONSOR: Champion (Wright, 137) COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Local Government by a vote of 13 to 0. This bill allows the City of Springfield to dissolve special business districts. Any proceeds from the disposal of the assets of a district will be used by the city for the purposes of the district within the former district's boundaries. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the statutes do not specifically provide for the dissolution of a special business district, so the bill is needed to allow the City of Springfield to do so and to use the proceeds in a more effective manner.
